Assure compliance with state and federal laws pertaining to education, Commissioner’s regulations, Board of Education policies, regulations of the Superintendent of Schools, and the requirements of the negotiated contracts with school personnel.

Serve as Chairperson of the Committee on Special Education (CSE) and/or the Committee on Preschool Special Education (CPSE) for students as assigned by the Director of Pupil Personnel Services.

Ensure compliance with all aspects of the functioning of the Committee on Special Education and/or the Committee on Preschool Special Education, including the following:

Ensure preparation of agendas and schedules for all applicable CSE and/or CPSE meetings
-
Ensure collection and review of pupil evaluation data for the CSE/CPSE for applicable meetings
-
Ensure parental notification of meeting schedule and committee recommendations for applicable meetings
-
Ensure implementation of CSE and/or CPSE recommendations following Board of Education approval
-
Ensure that the applicable annual review and re-evaluation meetings are conducted for each student with a disability
-
Ensure that Board-approved CSE and/or CPSE recommendations are communicated to applicable teachers, support staff, administration, and parents

Maintain and update a register of all resident students with special needs

Participate in the process of recruitment, selection and evaluation of all pupil personnel staff, including special education teachers,speech/language therapists/pathologists, psychologists, social workers, teaching assistants, occupational therapists, physical therapists, school nurses, home instruction tutors, special education monitors and school guidance counselors, as directed by the Director of Pupil Personnel Services.

Provide administrative direction, leadership and supervision, in collaboration with the Director of Pupil Personnel Services, of pupil services in the District including: Response to Intervention, health services, speech, OT, PT, home instruction, Section 504 compliance, home schooling, psychological and social work service, and school guidance counseling services.

Provide administrative leadership and coordination for all programs in special education provided within the District as assigned by the Director of Pupil Personnel Services.

Conduct review of all District programs in the assigned pupil personnel areas and make recommendations for necessary changes to the Director of Pupil Personnel Services.

Serve as the liaison with BOCES for all applicable programs of special education enrolled District students.

Serve as the liaison with all applicable private institutions providing programs for special education-enrolled District students.

Maintain and communicate up-to-date information on all state and federal regulations pertaining to special education and pupil services.

Provide leadership and direction to pupil personnel services staff and applicable curriculum development.

Provide leadership and direction for all staff, in collaboration with the Director of Pupil Personnel Services, in integrating the programs of general and special education at the elementary level in order to provide the full continuum of services in the least restrictive environment.

Meet with parent groups concerned with special education and pupil personnel services in the District.

Collaborate with the Assistant Superintendent of Curriculum and Instruction and the Director of Pupil Personnel Services to ensure the most efficient delivery of educational services to all students.

Collaborate with the Assistant Superintendent for Human Resources and the Director of Pupil Personnel Services to ensure the appropriate and necessary staffing for all programs related to pupil personnel services.

Perform such other duties as requested by the Director of Pupil Personnel Services and/or Superintendent of Schools.

Oversee and coordinate special education services for parentally placed nonpublic school students, including the development, implementation, and monitoring of Individualized Education Services Programs (IESPs) in compliance with federal and New York State regulations.

Facilitate collaboration among families, nonpublic schools, related service providers, and CSE teams to ensure timely evaluations, annual reviews, service delivery, compliance monitoring, and continuity of supports for parentally placed students.
